Abstract

Objectives: The study aimed to answer the following question: What are the best frameworks for building a strategy to direct change in Gulf society? Method: The study adopted the methodology of the rooted theory to reach a conceptual framework that facilitates the process of building a strategy to direct social change within the study sample, which included four countries of the Gulf Cooperation Council. Results: The study reached the formulation of the strategic square model to express the conceptual framework, and it contained two dimensions: The individual dimension, and the institutional dimension, as they express the two levels (micro and macro) within the social structure, and the change within the two levels was based on four axes as follows; Systems and procedures, training and development, digital technology, awareness, and priorities. Conclusion: The study presented several recommendations, most notably: Establishing a specialized center to track and measure changes and developments to provide proactive solutions to avoid the negative effects of that change on society
