Abstract

This study was conducted on two samples of Egyptian faculty members in public universities in Egypt and kingdom of Saudi Arabia. The first sample consisted of 384 who were on-the-job members and the second comprised 250 who were seconded to Saudi universities. The percentage of correct responses for the two samples were (77.08%) and (70,40%) respectively. The study aimed to measure the impact of pull and push factors of professors seconded on the development of intellectual capital in Egyptian public universities using Structural Equation Model (SEM) to analyze the relationships between the variables of the study. The results showed that push factors from Egyptian universities were more influential in brain drain compared with pull factors of Saudi Universities and that the renewal capital was the most common type of intellectual capital affected by brain drain. The statistical analysis demonstrates the existence of impact relations between different types of intellectual capital, renewal capital and other types of intellectual capital, human capital and both the structural capital and relational capital, and, finally, structural capital and relational capital.
